The only reason I can think of for the occupants of 4B, and all of their 
friends, to CONTINUALLY harass their upstairs neighbors, in 4D, by 
parking in their reserved space ... is racism.

Do you mind if I report this to the NAACP?

Because it's pretty clear that PPM is not up to the job of enforcing 
housing laws.

And it's pretty clear the residents in 4B have no respect for anyone 
else, at all.

Can you think of any other explanation?
