I'm not sure how anyone can enforce a 'no smoking' ban when there aren't even lights in most of the stairways, at night, by which one might see the smokers, and identify them. I'm not sure how anyone can do anything when there is no one assigned to work the night shift - see my previous email, regarding applying for the position of apartment manager, when I stated that the position would require regularly patrolling the perimeter, particularly after dark.
