What she mentioned to you is the same conversation I had with her. They have a legitimate concern and many apartment complexes in other communities do the same but I see no reason why they wouldn't fill your request If you feel safer with it re-mounted. I don't think they wanted to waste any time mounting stuff - that would turn a simple task into five or ten minutes, per apartment. (It's not cost-effective to mount fire extinguishers where they can be seen, I guess. Takes too much time.)
