Not sure how digging up the lawn and covering everything with mud adds 
value.

Does he have approval from the apartment management to do this?

I'm concerned it will obstruct the line-of-sight between apartments.

He got very angry and started cursing me when I took a picture.

Isn't this vandalism?

This must be the third or fourth small tree he has planted in the past 
week, since he was terminated.
