He is always carrying a sort of mustard brown, Desert-Storm-colored backback, which is easily distinguishable as a military surplus backback of some sort because it is covered with MOLLE webbing. In order to follow him and challenge him for identity and see where he seeks shelter or verify that he has left the premises, I need to either expose myself to attack (perhaps by concealed third parties), or escalate it to the police (which is probably appropriate at 0030, but, by the time they arrive, he is gone). Officer Primofiore,

And, indeed, I DID get his picture - the very next day.

I did make it clear to him, by the way, via a mutual acquaintance, here
in the apartment complex, that it wasn't appropriate to wander around,
flashing floodlights into cars, after midnight.

I guess the message wasn't well received.

Last night, after dark, things got busy - at least, for a few hours.

I've been napping in my car, to keep an eye on things after dark. So I
went out around 7 PM last night.

There was a LOT of traffic going in and out, and at least two-thirds of
it related to Building 5.

I'm pretty sure Richard Henson's wife's car went in and out at least
twice. The driver parked conspicuously in front of the garbage bin and
left the fog lights on, as if they were afraid that someone would
approach and tamper with their vehicle while they were inside.

Speaking of the garbage bin, Richard Henson's cousin likes to park his
big SUV there, too - right in front of the garbage bin.

(Mulling this over, it seems to be about 1/3 "in your face", 1/3 "afraid
someone will mess with my car", and about 1/3 "in case I need to get
away quick". Adding it all up, it's one-third bravado, and two-thirds
guilt. But I digress.)

There was another large black SUV that parked for ten minutes - in the
same place that the small silver car had parked, at 0345, the previous
morning - but no one got out. I got the impression whomever was inside
was watching me. Maybe trying to see if I was awake. Then, they left.

(It's hard to know if it's worth bothering you folks about this. Next
time I will try to get a license plate. ... Personally, I think there
were several people in that car ... and they were hoping that I would
get out, so they could swarm me. But I can't prove it - if I'd tried to
gather evidence to establish the accuracy of my theory, I'd probably be
dead, now. Just sayin'.)

Somewhere in there while I was dozing someone splashed a flashlight
across my face - but when I opened my eyes, they were gone.

At 0030, it happened again, but this time, I was awake, and watching the
person, as they approached. It was a young guy, clean shaven, about
5'8", with curly blond hair, who I have seen hanging around the complex
at all hours of the day and night.

He usually rides a bicycle ... and he usually plays some sort of music
that you can hear from fifteen or thirty feet away - loud, so he can
hear it when he is riding his bicycle.

He is always carrying a sort of mustard brown, Desert-Storm-colored
backback, which is easily distinguishable as a military surplus backback
of some sort because it is covered with MOLLE webbing.

)

Let me be clear - he was going from car to car and flashing his light
systematically inside of each one. I think he was looking for occupants.
Whether this was pursuant to car burglary or other interests is unclear
to me.

However, the vibe I have gathered - I am flying on intuition, here - is
that he is a bicycle- and foot-based drug courier of some sort; despite
his innocent looks he has a mercenary demeanor that has troubled me in
the past. He makes me uncomfortable.

(Too bad; he seems like a smart kid. In other circumstances he could be
a credit to his family - assuming he has one. He seems like he's right
on the cusp - young enough to divert, but hanging out with all the wrong
people.)

It's not clear what authority I have to address this problem, at the
present.

In order to follow him and challenge him for identity and see where he
seeks shelter or verify that he has left the premises, I need to either
expose myself to attack (perhaps by concealed third parties), or
escalate it to the police (which is probably appropriate at 0030, but,
by the time they arrive, he is gone).

I'll see if I can get a picture of the gentleman in question. I want to
make it clear to him that he is not welcome to search vehicles after
dark, and that this will result in police, next time - setting his
expectations, so there are no surprises, and giving him the option to
NOT do that.

Otherwise, it was all quiet.

Thanks for listening.

~richard
