I happened to notice a small snowdrift worth of cigarette butts packed 
up behind the first step of the stairs, in Building 1.

Isn't it Bobbie's job to clean stuff like that up?

My point being, that drift had to take at least a month or three to 
build up.

Which means Bobbie has been ignoring it for that long.

I haven't looked at any other apartment buildings - I just happened to 
notice that one.
