Officer Erler,

I just saw the black Mustang pull into the parking apartment of 137 12th 
Street.

When  the driver and I made eye contact, he made a U-turn, and left, 
turning towards the freeway.

He is white, clean shaven and has short, dark hair. No glasses.

Just before the Mustang pulled out into traffic on 12th Street, a CHP 
unit passed by. I shouted for the CHP but he did not stop.

So I went inside and called 911 and told them that a guy who I thought 
was a felon from Arkansas, hiding out in Humboldt County and driving a 
black Mustang, 6AVC961, had just left, heading towards the freeway, and 
that he was just behind a CHP unit.

 From this, I infer that he still has a relationship with someone on the 
north side of 137 12th Street - probably Building 5.
