When they returned from wherever they were, this morning, at 3:39 AM, they tooted the horn as they came into the parking lot, and woke me - and, probably, others - up. The only place I can think of that would be open at 3:00 AM would be the casino. And so it's comforting to know that this family has money to spare - even if they can't afford to get their cars fixed. I recognize the horn and the toot because it is coming from the BMW - which the young men of the family drive, when their parents are not using it. There's only one BMW in the parking lot, here. It belongs to the maintenance man's family. The maintenance man's family isn't going to write itself up for waking people up at 3:30 in the morning. In fact, they aren't going to write themselves up for anything. And so it seems appropriate to ask if crystal methamphetamine use is occurring. I cannot think of any other reason why people would be driving around and honking their horns at 3:30 in the morning. Based on information and belief, the crystal methamphetamine would be found in Building 5, probably in an upstairs unit. It's hard to believe that PPM can't find another person to manage the complex.
